Definitions, Laws, Policies, and Reporting Requirements

Definitions

  • Directory Information – information contained in a student’s education record that would not generally be considered harmful or an invasion of privacy if disclosed. FERPA requires each institution to define its directory items.

  • Education Record – those records that contain information directly related to a student and which are maintained by an educational agency or institution or by a party acting for the agency or institution.

  • Personally Identifiable Information (PII) – information that can be used on its own or with other information to identify, contact, or locate a single person, or to identify an individual in context.

 

Laws

Children's Internet Protection Act (CIPA)
CIPA addresses concerns about children's access to inappropriate content on the internet and imposes requirements on schools and districts to include internet safety policies and education on Digital Citizenship. 

Family Educational Rights and Privacy Act (FERPA)
A federal law protecting the privacy of student educational records and gives parents certain rights.  School districts are allowed to disclose certain "directory information" for educational purposes.

Children's Online Privacy Protection Act (COPPA)
COPPA puts requirements on websites and online service operators that collect, use or disclose data from children under 13, including obtaining parental consent in certain circumstances.

Student Data Transparency and Security Act (SDTSA)
The purpose of Colorado's SDTSA law is to increase transparency and security of all Student Personally Identifiable Information (PII) that is collected and maintained. 

Protection of Pupil Rights Amendment (PPRA)
Requires parental consent for any surveys, assessment, analysis, or evaluation concerning specific protected content areas.

Federal and State Reporting Requirements

In order to meet the requirements of specific federal and state laws, Manzanola School DIstrict 3J is required to report specific student, school, and district Data to the Colorado Department of Education (CDE).
